The minimum age for a private car driving licence in Saudi Arabia is 18 years. For heavy vehicles and public transport vehicles, the minimum age is 20–21 years.
The Efada is a basic medical examination at an approved health centre. It covers a vision test, blood group test, and general health check. It costs SAR 150–200 including VAT and results are uploaded electronically to Absher the same day.
For experienced drivers with a foreign licence, the total cost is approximately SAR 700–900 (Efada + short driving course + 5-year government licence fee). For beginners with no previous licence, the total can range from SAR 2,000 to SAR 3,000 including the full 30-hour training course.
The process typically takes 2 to 4 weeks for experienced drivers converting a foreign licence. For beginners who need the full 30-hour course, it may take 4 to 8 weeks depending on the driving school schedule.
It depends on your nationality. Drivers from the UK, USA, Canada, Australia, EU countries, GCC countries, Japan, and South Korea are typically exempt from the full theory and practical tests. Drivers from Pakistan, India, Bangladesh, Philippines, Sri Lanka, Nepal, and most other countries must complete the full process including the computer theory test.
Yes — you can drive on a valid foreign licence for up to one year after entering Saudi Arabia on a new Iqama. After that, you must obtain a Saudi driving licence.
You need: original Iqama, Iqama photocopies, original passport with photocopies, Efada medical report, 4 passport photos, SADAD payment receipt, and your Absher appointment confirmation. A late renewal penalty of SAR 100 per year applies, up to a maximum of SAR 500. You can start renewal up to 180 days before expiry via Absher — don't wait until it expires.
You can choose 1, 2, 5, or 10 years when applying. The government fee is SAR 40 per year — so 5 years costs SAR 200 and 10 years costs SAR 400. Most expats choose 5 or 10 years for convenience.

Yes — turning right at a red light is permitted in Saudi Arabia unless a sign specifically prohibits it. You must yield to pedestrians and oncoming traffic before turning.
Yes — every passenger in every seat must wear a seatbelt at all times, both front and rear. The fine for not wearing a seatbelt is SAR 150–300 per unbuckled passenger.

Yes. Since a 2025 Interior Ministry circular, traffic police do not accept digital copies of driving licences shown on a phone screen. You must carry the original physical licence at all times. Fine for no licence: SAR 150.
Children under 10 must sit in the back seat at all times and use an approved child safety seat. Since January 2026, this is enforced at highway checkpoints with a fine of SAR 300 per child.
No. Saudi Arabia has complete zero tolerance for alcohol. Driving under any influence of alcohol results in 24 black points and an immediate driving ban, plus a fine of up to SAR 10,000.
No — using a handheld mobile phone while driving is illegal and carries a fine of SAR 500–900. Only hands-free systems are permitted. Saher AI cameras detect phone use automatically.
Never reverse or make a U-turn on a motorway. Continue to the next exit and double back. Reversing on a highway is a serious violation and extremely dangerous.
No. The hard shoulder is strictly for genuine emergencies such as breakdowns. Driving on it to avoid traffic carries a fine of SAR 500 to SAR 2,000.

Running a red light carries a fine of SAR 3,000 to SAR 6,000 — one of the most expensive fines in Saudi Arabia. It is detected automatically by Saher cameras 24/7.
Accumulating 24 black points in one Hijri year results in licence suspension. The penalty escalates with repeated suspensions: first 3 months, second 6 months, third 1 year, fourth offence is permanent revocation.
The seatbelt fine is SAR 150 to SAR 300 per unbuckled passenger. This applies to both the driver and all passengers in all seats.

Pay via SADAD through your banking app or an ATM. Go to SADAD → Government Payments → enter biller code 007 → enter your Iqama number → select and pay the fine.
Yes. You have 30 days from the violation date to dispute it through Absher or by visiting a Moroor office. A successful dispute cancels the fine entirely. After 30 days, electronic dispute is no longer possible.
Unpaid fines are linked to your Iqama and passport. They can prevent you from renewing your Iqama, registering or transferring a vehicle, and in some cases from leaving Saudi Arabia at the border.
First offence: SAR 20,000 plus 24 black points and immediate licence suspension. Second offence: SAR 40,000. Third offence: SAR 60,000 — with the vehicle potentially impounded permanently.
On roads posted at 120 km/h or below, Saher applies a 10 km/h buffer before a fine triggers. On 140 km/h roads, the buffer is only 4 km/h. Never rely on this — treat the posted limit as absolute. See our speed limits guide.
The fine for parking in a disabled bay without a valid permit is SAR 500 to SAR 900. Saudi traffic police actively run enforcement campaigns — 1,790 vehicles were seized in one single campaign.
Warning signs are triangular with a red border on a white background. They alert drivers to hazards or changes in road conditions ahead.
A red circle with a white horizontal bar means No Entry — you must not enter this road or lane in this direction.
The STOP sign (red octagon) requires a complete stop before proceeding, regardless of whether the road looks clear. The Give Way sign (inverted triangle, point down) means you must yield to other traffic but don't necessarily need to fully stop if the road is clear.
Blue circular signs give mandatory instructions — what you MUST do, such as a minimum speed, a required direction, or a mandatory lane. They are legally binding instructions, not suggestions.

The camel crossing sign is a triangular warning sign showing a camel silhouette. It warns that camels may be on or crossing the road ahead — common on desert roads outside Saudi cities. Always slow down, especially at night.
